Operators agree AI value is being lost not to weak technology but to missing clarity: unclear expectations, absent strategy, and governance that either invites shadow use or crushes adoption.

Senior operators across software, consulting, security, and industry converged on one theme: AI is stalling on human and governance gaps, not on the tools. A security leader described how board pressure to deploy AI, combined with a defensive data lockdown, drives staff toward shadow AI that leaks sensitive data. A software engineering leader found through an employee survey that the biggest barrier was no clear expectation of what people should do with AI or how it affects their reviews. Blanket encouragement is not enough. Breakout groups reinforced a shared insight: govern first, then adopt, and maintain a healthy friction with the workforce, since policies too strict invite workarounds and policies too loose put the whole company on public tools. The practical agenda is clarity: role level expectations, integrated strategy, embedded guardrails, and evidence of value.
