Senior operators across consulting, software, insurance, and regulated industry converged on one theme: AI stalls not on technology but on clarity. A software leader's staff survey found the biggest barrier was that employees do not know what they should do with AI or how it affects their reviews. Blanket mandates fail. Governance must be calibrated. One operator described policy as a dial needing 'healthy friction': too strict and staff build workarounds, too loose and the whole company ends up on public tools. That risk is real. Another operator described board pressure to deploy AI colliding with security lockdowns, pushing staff toward shadow tools that leak sensitive data. Adoption also reshapes the workforce in hidden ways. Employees with no direct reports now supervise agents, a management skill they never learned. Middle managers, the usual change champions, are being automated away, taking tacit knowledge with them. On the technical side, one consultancy embeds business context and guardrails directly into agents and data pipelines. The result is higher adoption, better accuracy, and lower token cost, because agents stop searching endlessly. The practical lesson: invest upfront in expectations, context, and measurement. Define role-level goals, provide sanctioned tools before locking down, train people to supervise agents, and capture institutional knowledge before cutting the roles that hold it. Governance, cost, and adoption are not separate problems. Solved together with context, they reinforce each other.
