Operators say AI value stalls not on tools but on unclear expectations, missing strategy, and governance that is either bolted-on legalese or so strict it breeds shadow use.

Senior operators across consulting, software, insurance, and regulated industries converged on a common message: the hard part of AI is people and process, not technology. One consultant put it at 80 percent process, 20 percent tool. The clearest adoption barrier was the absence of role-specific expectations. Blanket permission to use AI, without goals or performance measures, leaves employees unsure what to do. Several warned that literacy training must be workflow-specific, not generic. Governance drew repeated attention. Policies written in legalese confuse employees. Policies too strict invite workarounds; too loose, and staff move the whole company onto public tools. Operators described healthy friction that must be monitored and tuned. One warned that board pressure plus data-security lockdowns pushes newly empowered employees toward shadow AI that exposes sensitive information. The workforce is shifting. Employees with no direct reports now manage agents, an up-leveling few are prepared for. Middle managers, the sponsors and knowledge holders, are being replaced by agents, draining institutional memory. Consultants are being hired to capture that knowledge quickly. One practical pattern stood out: embedding business context and rules directly into agents and data pipelines, so the agent becomes its own guardrail and expert. Operators reported higher accuracy, faster adoption, and lower token costs. Above all, leaders were faulted for launching isolated AI applications without a whole-system strategy that ties AI to the business.
