Operators say governance, shadow AI, workforce fear, and weak measurement, not adoption, are the real barriers holding back AI value.

Senior operators across regulated industries, nonprofits, and contracting agreed that the hard part of AI is not adopting it but controlling it. A federal contractor's operations leader called governance her biggest challenge, warning that clever prompts could pull confidential salary data from a newly enabled copilot. A design and sales operator described employees going rogue, leaking data, and a scramble to rein usage back in while fighting for seat budgets. Several voiced fear of feeding trade secrets, health data, or logos into external models, pushing some toward private, in-house builds. A nonprofit handling health information said common tools are simply off-limits because they are not compliant. Two themes cut across everything. First, the workforce. Operators said efficiency drives without a clear answer to what happens with freed capacity breed anxiety and pushback, slowing adoption. Second, measurement. Teams still gauge AI value by asking people to estimate hours saved, a manual and unreliable practice one operator wanted AI itself to fix. Together these signals suggest that value is being lost less to weak technology than to weak controls, unclear intent, and soft metrics. Executives should classify data before enabling copilots, provide sanctioned tools fast to starve shadow use, name the purpose behind efficiency gains, and build credible measurement before claiming returns. The operators who spoke were confident about AI's promise but candid that their guardrails and proof points lag well behind their rollouts.
