Operators are shifting AI value debates from build cost to the larger, harder spend on data, change, ownership, and lifecycle support.

Senior operators from technology, services, and government focused on how to decide which AI projects to fund, scale, or stop. A recurring point: the model build is the cheapest part. One cited a rule of thumb of $2 on change management, $3 on safeguards, and $4 on data readiness for every $1 on build. Budgets that ignore this fail. Several insisted on defining what "working" means in writing before spending, then sorting projects as real bets, quick wins, or distractions. Governance drew strong agreement. Operators want written rules that survive leadership changes and one named executive owner per project, not reliance on a favored person. When no leader will claim an initiative, that reluctance is itself a signal to stop. A public sector operator flagged that government decisions rest with elected officials and require lobbying the legislature, a path private playbooks miss. On measurement, teams use time studies and salary recovery surveys to value saved hours. But they admitted maintenance and support costs are hard to capture and can erode claimed savings. Board level interest, one noted, reliably unearths funding. The through line: value lives in the unglamorous work of data, change, ownership, and lifecycle cost, not in the technology itself.
