Senior operators treated AI portfolio decisions like a cloud migration: evaluate ROI case by case, fund only what links to business goals, and stop anything without a measurable case or an accountable owner. The group named decision rights as the weakest link. They want a named executive funder, a clear funding source, and written decision rules for every initiative. If no executive will champion and be accountable, that is itself a stop signal. Measurement should come before budget. Each effort should advance one explicit value category: growth, efficiency, speed to market, or innovation, with tradeoffs made visible. Operators added a third sorting option beyond scale or stop: fix the foundation, meaning data, architecture, and guardrails, before investing more. Real examples carried weight. A private equity operating partner is retiring bought software with in-house builds, measured by time studies and salary savings, and beating expectations a third of the way in. AI-powered pipelines converting legacy apps cut contract overhead and ticket wait times. Teams owning their own operating systems booked efficiency gains and higher engagement. Notably, small micro-initiatives needing only an executive sign-off produced outsized impact, such as replacing a legacy database. In collective decision cultures like government, where approval comes by vote, a clear ROI case matters even more. The through-line is accountability: specific owners, specific metrics, specific stop criteria.
